Senior Manager, Subcontractor Management
Job Number: 11220
External Description:
Own the cost, compliance, speed and capacity of the subcontracted labor base that executes CSA service, MOD and upgrade work. This role converts an unmanaged 1,300+ vendor tail into a tiered, contracted, competitively bid bench — and is measured on two outcomes: dollars out of subcontract cost, and days out of backlog-to-revenue.
Bench Capacity and Sourcing
Build and maintain a qualified subcontractor bench sized to forecast demand by trade and by region.
Maintain 2–3 qualified subs per critical trade per region; eliminate single-source trades.
Own the regional subcontractor AVL register.
Bidding and Cost Control
Run competitive bid events on the Building Connected platform; move subcon spend under active bid from 10% to over 33%.
Build and maintain trade rate cards; eliminate project-level ad-hoc pricing.
Own the regional productivity number and feed the bottoms-up productivity pipeline.
Onboarding, Contracting and Compliance
Onboard subcontractors against standard master subcontract agreements with insurance, EMR and risk vetting complete before mobilization.
Drive onboarding cycle time from 90–120 days to under 14 days.
100% AVL and contract compliance; no work performed off-contract.
Performance, Tiering and Safety
Deploy and maintain Gold/Silver/Bronze tiering across the assigned base; route volume to Gold.
Run quarterly scorecards on schedule adherence, rework, safety incidents and change-order rate.
Own subcontractor safety qualification and incident follow-through with EH&S.
Backlog Conversion and Cross-Functional Execution
Participate in the MAU / Subcon war room cadence (twice weekly); own the subcontractor escalation path direct to subs.
Partner with Operations, PMO, Finance and Legal to pull backlog revenue conversion from 6–9 months to under 3 months.
Minimum
Bachelor's degree in Supply Chain, Engineering, Construction Management or Business.
5+ years in sourcing, subcontract management or trade-labor procurement; 2+ years managing spend above $50M.
Demonstrated, quantified $5M+ savings on labor or services categories, not parts alone.
3+ years experience working command of master subcontract agreements, COI / insurance, lien and change-order exposure.
3+ years experience competitive bidding, rate-card construction and should-cost on labor.
Preferred
HVAC field service, building services, mechanical / electrical contracting or construction subcontracting.
Experience with BuildingConnected, Procore, SAP / Coupa or equivalent bid and vendor platforms.
CPSM, PMP or Six Sigma certification.
Experience standing up a tiering or preferred-supplier program from scratch.
